If this service resolved the sink only AFTER one or more misses, return how many and consume the
fact so it is reported exactly once. None on the healthy path (resolved first try) and on every
call thereafter, so a normal boot prints nothing.
This exists because the failure it reports was invisible: a service that missed simply stopped publishing forever, and the only evidence was a row that never appeared. Invariant 12 - a silent degradation is the bug.
