Constant USB_DISK_BUSY

The USB-disk syscalls’ “device NAKed, re-ask” status.

The kernel claims no USB disk on any port any more (every arch’s usb_disk_sectors() is 0, and the USB stacks are services), so the four usb_disk_* syscalls have no caller in the tree; kept as the record of their ABI.

Outside the capability-error range (-2..-7) ON PURPOSE, and this must stay in step with the kernel’s USB_DISK_BUSY (kernel/src/syscall/dispatch.rs). It was originally -2, which is CapNotHeld, so a driver missing its USB_DISK_RESOURCE capability was indistinguishable from a busy device and got retried thousands of times before being reported as a device that “stayed busy” - a cap failure wearing an I/O failure’s name.
