AUTHORITY, not a setting: handing out a re-delegatable capability is itself a grant (§7.4), which is why the kernel used to keep this keyed by name for the one probe that needs it (§22 Test 5A). As a request bit it is checked the same way every privilege is - the spawner may ask for it only because it could transfer such a cap itself.
