THE KERNEL’S FIXED AUTHORITIES, by resource id: (id, the name a contract uses, what it lets a task do).
One table for everything that names them - the shell’s caps and ask "who can reboot?" - so what a
service is observed to HOLD reads the same everywhere, and in the words its contract DECLARES
(pci_cfg = true). The ids are kernel/src/capability/mod.rs’s *_RESOURCE; anything above 18 is an
IPC endpoint. A resource added there and not here would be shown as an endpoint, which names the
wrong kind of thing (26.9), so the two move together.
