Expand description

Console-stream signal for the Ctrl+Alt+Del secure-attention chord (the SEC-2 follow-up).

SEC-2 removed REBOOT from the USB drivers, so a driver can no longer hard-reset the machine directly from any context. To keep the chord working, the driver does not reboot - it signals the chord on the console stream, and the shell, which legitimately holds REBOOT, decides. That preserves what SEC-2 actually won (no direct reboot syscall from a driver) while restoring the UX, and it grants the driver nothing new: a CONSOLE_PUSH holder can already type reboot, the residual ยง6.4 documents.

0x80 is outside ASCII, so hid_to_ascii never emits it and it cannot collide with a typed key. Both the drivers (producer) and the shell (consumer) read it from here, so the two cannot drift apart.
