A random 32-bit word from the hardware (InspectKernel query 19), or None on a machine whose port
exposes no hardware random source. Ungated: entropy confers no authority.
There is deliberately no fallback. A program that needs secrets - a TLS key share - must refuse to run without this rather than reach for a timer or a counter, which would make a key an attacker can predict while everything appears to work.
